The foundation stone of the Victoria Jubilee Technical School was laid in July 1895; the purpose of the School was to give relief to the over-full Harris Institute. The School was declared open by the Countess of Derby in September 1897, and was an immediate success. Many of the classes and facilities were connected to local industries, and there was a whole department for training for the cotton industry. There was a warping and winding room, and a weaving shed with eighty hand looms and twenty power looms. The school developed facilities for teaching electrical skills, and an Electrical Engineering Laboratory was added in Edwardian times. The building has been added to and rebuilt, and is now part of the University of Central Lancashire.

From 1944 to 1956 my father Mr. G. Pember was head of the Electrical Engineering Department of the Technical School, which was also known as the Harris Institute. I can remember going there only once, at the time of the Preston Guild celebrations of 1952, when he let me watch some of the processions from the steps on the photo. Others I watched from one of the upstairs windows.
