More about this scene
Keay House—on the right—was home to Basildon Urban District Council from 1960 to 1965. It took its name from Sir Lancelot Keay, the first chairman of Basildon Development Corporation. Its mural of bold primary colours was the work of the artist Anthony Holloway, and allegedly had no 'title, meaning or message'.
