Harriet Windsor-Clive, the Countess of Plymouth, took an interest in the layout of Penarth, owning much of the land in the locality. In 1868 the Penarth Hotel, designed by C E Bernard, was built by the Taff Vale Railway Company, and later became the Headlands School. Wealthy coal magnates and shipping owners built their villas at Penarth. The dock had a special 4-tip berth which enabled dockers to load a ship with 4,000 tons of coal in a few hours. The 'Waverley' paddle steamer sailed from Penarth pier during the summer months.
