More about this scene
Perhaps more redolent of the English Riviera than the Continent, the terraced gardens facing the ocean, opened in 1926, were to be an instantaneous and roaring success. The impetus for their creation lay with Ursula Thompson (a Kew-trained gardener) and her association with the chairman of the council, Constance Maillard. Their enthusiasm for such a project prompted the council to develop the previously inadequately used open space.
