The great breakwaters around the eastern shores of Portland entirely enclose Portland harbour. They were constructed in the second half of the 19th century to enhance the naval port that had developed over the previous centuries. The older breakwater took twenty-three years to build and cost over a million pounds—a considerable amount of money at that time.
