Beyond Torquay harbour is the fine sweep of Torbay. In Nelson's day the entire British fleet could anchor within the sheltering arms of the bay. Napoleon Bonaparte, a prisoner on HMS Bellerophon after Waterloo, compared the scenery to Elba and Italy.
