Two sailors stand just along from the coastguard station in Edwardian Exmouth. Smuggling was rife on the East Devon coast as an organised industry well into the 19th century, hence the strong coastguard presence in every town. By the time this photograph was taken, the coastguards were taking a greater interest in protecting mariners from the power of the sea than seizing contraband.
