The Tramways Act of 1870 gave powers to Bristol Corporation to take over the system at book price in 1915, or at any seventh year thereafter. Every seven years the council could not get its act together to make a firm commitment. The result was that the tramway company spent very little on upgrading the system, and it remained virtually unaltered throughout its forty-six year existence.
