Cardiff, Bute Docks 1925

More about this scene
This photograph seems to have been taken immediately after No 77421. The tugboat is much further out, and the 'Waverley' is churning the surf as she sets off on her next cruise. The sailing lugger, probably a fishing smack, seems to be in trouble; no sails are rigged, and thus she is needing a tow from the smaller tug, the 'Norman'.
