Shallow-draught paddle steamers were developed specifically for use in the tidal estuaries, where the water level could become very low. Paddle steamers, such as the 'Success' in the foreground, were developed especially for Cardiff; they sat high in the water, and could work in tidal estuaries where the water level became very low. Many were used as pleasure craft, but these were working boats, used as tugs and pilot boats.
