At this time only some 10 per cent of the county's agricultural land was in the hands of owner-occupiers; the majority was still controlled by the great estates. However, owners such as the 1st Lord Hatterton were at the forefront of agricultural development and improvement. Lord Hatterton even supported an agricultural school for the benefit of boys aged 10 to 14 years.
