A policeman directs the traffic. On the right are the Royal Baths, which cost nearly £100,000 to build; Harrogate was never parsimonious in its development plans - the Kursaal, which opened in 1903, cost over £70,000. The money lavished on providing Harrogate with the best spa facilities in the country ensured that the town remained the most fashionable of all English spas for 50 years.
