At 511ft, Cairn Top is the highest of the hills overlooking the town. In the mid 19th century the council rented the west side of the Cairn from E W Veale, a local solicitor, before buying the whole area for £910 in 1899. In 1974 the Devon Trust for Nature Conservation rented the site from the council and turned it into a nature reserve.
