This area, surrounded by buildings, was known as Exchange Flags when it first opened at the end of the 1700s. At one time you had to be invited to walk on the Exchange Flags. Much of the shipping and insurance business of the port was done on this square behind the Town Hall. In the middle of the Flags stands Nelson's monument, erected to the great man in 1813. It was Liverpool's first public monument, and was designed by Matthew Cotes Wyatt. The monument has four grilles which provide air vents for what was a tobacco warehouse under it. Also under part of the Flags is the secret war-time bunker where the operations for the north Atlantic were master-minded.
