With the council's eventual acquisition of the pier in 1924 their financial commitment to it and to the development of the Esplanade would be huge, and spread over decades of work. Years of inertia and neglect needed remedy: a new pavilion was built, and further development of Beach Road was undertaken to provide improved access to the front. This was to be a major investment of public money – the council gambled on the successful revival of the resort's fortunes.
