Even when they were not fishing, fishermen always had work to do, repairing nets and maintaining the boats. Perhaps the fisherman is yarning to the children about the hob (a Yorkshire goblin) who is said to live in the hollows to the south of the village. The hob was fond of children, and was able to cure ailments.
