Was This Used For People With Mental Health Problems Or Downs Syndrome In The 60's

I have distant memories of my dad going to this place to measure men for lounge suits , I seem to remember him getting upset because of the poor people (as he said ) having such a difficult life . was it at this hall ?

I don't think so. It was still a private house until 1964 when it became a school, and it doesn't mention anything to do with what you've mentioned in its Wikipedia or any other information about its history.
