Before local government was established, Shefford was fortunate in the action of a 16th-century resident called Robert Lucas, who left his property for the benefit of the citizens of Shefford. In 1560 the Robert Lucas Trust was set up to establish and maintain bridges, highways and causeways in Shefford. In 1750 the Trust did build two new bridges over the Rivers Hit and Flit, and North Bridge Street and South Bridge Street to run between them.
