By the middle 1930s the Borough Council had outgrown the offices at the Town Hall, and departments were housed in various buildings around the town. It was decided to use a small recreation ground in Euclid Street, and building took place to a design by Messrs Bertram, Bertram & Rice of Oxford. The offices were officially opened in July 1938 by HRH the Duke of Gloucester.
