More about this scene
This tower was once linked by a chain to Barker's Tower on the opposite side of the river to stop craft entering the city without paying a tax. From the 17th century it was a pumping house for the town's water supply - the wheel was turned by horses. Nearby we can see the York Water Works Offices.
