Milnshaw Park was the first public park in Accrington, and was opened by Mayor John Emmanuel Lightfoot in July 1880. The Corporation had purchased what had been known as Victoria Gardens, and £2,000 was spent on laying out the grounds. Originally the park had an open-air swimming pool. This was filled in during the 1930s and made into a children's paddling pool.
