By the 1880s the shoeblack societies had four hundred boys on their books. A number were given cheap board and lodging. These shoeblacks were licensed to trade by the Metropolitan Police and carried on their business unhindered. There were, however, many unofficial operators,who ‘infested the streets and annoyed the passenger’.
