The camera is on top of the Victoria Tower above the House of Lords. Immediately below is the abbey's chapter house, where parliament once met. Members were seated, like the monks had been, in a circle. If Edward VI had not offered St Stephen's chapel with its facing walls for the Commons, then the lower chamber might have evolved into a round building, as elsewhere in Europe.
